Bill to Allow 2 Lines Year Round is DEAD

For everyone's information... I heard back via e-mail from my MN State Senator (Gen Olson) that:

"Senator Pat Pariseau requested but was not granted a hearing (on SF 972, the Senate Bill seeking to legalize fishing with two lines in MN) by Senator Satveer Chaudhary, the Senate Environment and Natural Resources Committee chair, so no action will be taken on this issue this session.

It will have to be reintroduced in the next legislative session, but if the committee chair still opposes it, he can block its consideration"

I have no idea of why Senator Chaudhary opposed the bill; I spoke with his office and they did say that the DNR does not support this bill and also said that the similar House Bill (HF2610) would be discussed in the future.

If you have any interest in seeing this bill pass, I would urge you to contact Senator Chaudary and politely request his future support for SF 972. His contact information is:

Thank you Senator Pat Pariseau for your efforts. Colorado sold this as an extra rod stamp in addition to your regular fishing license. At the time it was $4. Perhaps this is an opportunity for the state to raise some additional funds.

That SOB gives Columbia Heights a bad name. He graduated a few years before me.

Making us pay for it with an extra stamp would be great. I personally think $4 is a little low though. As long as the money goes to the DNR. I bet the resorts are real happy with Satveer. I hope there is a house bill.

I e-mailed him an hour ago asking him why he wouldn't allow it to come to the floor and he already responded saying, "I have been scolded on my other fishing proposals to back off and let the proffesionals do their job, so I did." What ever that means.

His "other fishing proposal" was to move opener up 1 week so it would not conflict with mother's day. That would have been interesting this year..

I heard back from Senator Chaudhary on why he does not support the idea of allowing two rods to be used while fishing in Minnesota. Here is his response:

"I would support this if there were greater conservation measures. Remember that even though WI has two lines, they do not allow motorized trolling and have a 15 inch minimum. I could do 2 lines with a 4 walleye limit and similar reductions on other species."

Personally, I would be very open to this. I am all for reasonable minimum size limits, catch limits, etc. Personally I predominantly practice catch and release, and on rare occasion I will keep a few fish for a fresh fish fry. I would LOVE to see Minnesota create a statewide slot limit on Northern Pike (something like 24 - 40 inches?) which would allow anglers in this state to enjoy Pike fishing like there used to be long ago. Mille Lacs has a 21" minimum size limit on Smallmouth bass, and Mille Lacs now offers some of the best Smallmouth fishing in the world!

What does everyone else think?

John, thank you for that link. I had contacted the various Representatives and Senators yesterday to follow up on the various bills and just learned of the new bill this morning (and now I see your link). I believe the new bill may call for a nominal fee to allow the use of a second rod ($5 or so to purchase a "second rod stamp") and the additional revenue that this would bring in for the DNR would help offset the reduced revenue brought about as a result of the lower priced "conservation fishing license" option, which offers a reduced price fishing license in exchange for reduced bag limits for those who purchase that license.

From my perspective this as a win/win for everyone; this bill helps protect our valuable resource by allowing people to save some money by voluntarily reducing their bag limits, and it allows those who choose to purchase a second rod stamp the opportunity to fish with multiple lines if they so choose (my 7 y/o son could fish two bobbers, for example, one with a minnow and one with a worm). When I originally learned that there were bills in both the House and Senate seeking to allow the use of a second rod, I wrote all the legislators involved and suggested that one way to overcome potential objections would be to pursue the "second rod stamp" concept which would bring in additional revenues for the DNR and could be used to support stocking initiatives/whatever. I was delighted to see that some legislators actually listen to their constituencies; this gives me renewed confidence in the way our government works and points out that it always worth our while as citizens to provide feedback to our elected representatives.

This will likely pass and become law. There is no resistance by the DNR or either house of the capitol about this provision. It was barely discussed in the House on Thursday before the entire Omnibus Game and Fish bill was passed. It was not brought forward in the Senate this session, but it was by the House and that is why this is alive and kicking. The bill will now go back to the Senate for either passage or conference committee action before going to the Governor.

I feel better now...that I see our law makers can't spell either. Go gett'em Tuck!

What this means is that this law won't pass without the "professionals" at the DNR backing it.

I find it interesting that now that there's money involved, the DNR changed it's stance on this(?)
