Anywhere I can do shore fishing?

I have tried fishing the hell hole known as Foster Arend, NOTHING. I have tried fishing Zumbro, near fishermans inn, and Nothing. I have tried, Willow Creek Reservoir, and all I get is small crap. Is there anywhere on the zumbro where I can do some shore fishing? I can't seem to find any roads that just go around the lake. I see all the private homes, but I don't even know how to get there, but I probably can't fish there either.
Is there any place on Zumbro where there i just a nice flat chunk of land where I can fish? Or maybe... are there any lakes within 20-30 minutes of Rochester where I can do so?
Any help is appreciated.

Run down to Lake City and fish the breakwater or pier.

i'll second that and go further.... try different points south of lake city along the lake can be some amazing fishing along there if you put in some time also there are several other ponds around rochester and try fishing the different branches that poor into silver lake lots of big smallies and many other species from crapies to pike

Have you tried Chesterwoods? They have several fishing docks and also you can fish from shore. There is a 5.00 daily fee to enter the park [or 25.00 yearly pass]. Also you could try fishing under the bridges [Mayo Civic Center] of the Zumbro River in town here.

Between Lake City and Reads Landing there are many places to pull out and hike over the tracks to the lakeshore. That Maple Springs area is outstanding at times for waldo and sauger pretty tight to the rip-rap.

Right now I think the big river has more to offer than anywhere.
