Try/check this. Run the tilt full up. There is a screw on the hydraulic cylinder. Remove it. What you may notice when you remove the screw is a small amount of air being released. This is good. The fluid should be right to the top. If not, add till full using an eye dropper. You can use any decent power steering fluid. But I like to use the Yamaha fluid. They sell it in small 4 or 6 oz bottles.
Replace the screw and run the tilt full up and full down 5 times. Run full up and recheck level. What you are trying to do is get all of the air out of the system. You may need to add a little more fluid at this point. If still full you should be good to go.
also, could possibly be that your tilt lock control (small sliding lever on the left side of the motor that you can lock the motor in a 1/2 trimmed position) is engaged when you are trimming up and the motor stalls for a quick second while it clears it out of the way on the first trip up...
